Firewall Testing In Residence Halls

Dear Colleagues,

Our residence halls have been asked to participate in a test of a new fire
wall system for selected portions of our university.  In preparation for
possible inclusion in this test, I have been asked to help specify a list
of parameters including restrictions on access to SSl, SSH, and various
ports for network traffic.  I am somewhat familiar with the
workstation-based firewall software packages, such as Signal 9 and Zone
Alarm, but am not familiar with enterprise or networked based firewall
software.

The questions I have are these.  Are many of use utilizing firewall
software in your residence hall networks?  If so, are there any resources
out there or any advice on what the parameters might be in specifying a
firewall for a residence hall network?

Our department has embarked on an energetic campaign to help identify and
educate high bandwidth utilizers, which as been fairly successful in
limiting outgoing traffic.  However, campus network administrators have
shifted their sights on network packet traffic and traffic shaping.  I'm
concerned that unless I'm careful to provide to correct type of input, I
may end up with a firewall implementation that's overly restrictive of the
type of network traffic that make living on campus an attractive option for
our residents.
