Here is more info append to what Dan sent out from Kent State University.
We don't use NetReg but we do have problems registering XP users who
registering miniport adapter address intead of their nic.

Many XP users are getting similar or same MAC addresses like
02-03-8a-00-00-11 (actually mini port address), because this is not  true
Etherent adapter.  Users or us are registering Network Bridge Physical
Address instead of the true ethernet card address.    They may be getting a
roaming  ip but their connection are not stable.    See below

Some Dell black Dimension 4300s, have 3 icons in Network Connections control
panel

1.  Netwrok Bridge    => (this is Not Etherenet card) right click to Disable
it and Delete it. The address from here is Mini port address.

2.  Local Area Connection 1  if it said "WAN Network Driver"  =>  Not
ethernet card either,  right click to Disable it.

3. Local Area Connection 2 whatever said netwrok brand like "Intel Pro/100"
=>  Right click to select "Remove from Bridge" and make sure it is Enabled.
Then you will go to Support tab => Detail tab to find the Mac Address.


Another way to get true Mac Address is run "WINMSD" (component => Network =>
Adapter.  and the first NAME has to have the ethernet brand, then get the
Mac Address. (try it in the XP computer).
