I've never seen Safe Mode appear after user login, always before. On
Win98 safe mode won't even prompt for a login. Windows 2000 boots into
safe mode before user login as well. Is this something that ME does?
I've been using XP for a while, but haven't had to use Safe Mode yet.

Or are you using "Safe Mode" to refer to something else?
