I believe the registry settings for each individual user account in windows
are different for each user. What this means is its a possibility that
someone using that user account installed a program that windows doesnt
agree with.  Boot into safe mode with that account and try to recall the
last few things that were installed and remove them. That or delete the
account and recreate it.  I'm sure someone else has a better a solution.
Just trying to help.
