At SUNY Oneonta, we have encountered this problem with several Win 98 and ME
computers. Ona bunch of them, We noticed that the student had Webcellerator
installed. When we removed Webcellerator, the connection came back after
rebooting the computer. On other machines, however, we have banged our
heads against the wall. I scoured the Windows knowledge base, and could not
come up with any good (or effective) solutions. One solution was
interesting, however. Ensure that all of the .dll files required for proper
tcp/ip funtion are from the same version of Windows install disk as is on
the computer in question. For instance, MS says that if wsock32.dll was
originally installed with Win 98 B, extracting the file from Win 98 A will
not work.
Other than that, we have not been able to figure out the problem. BTW, I
have another interesting stat. A disproportionate number of machines with
this issue, that have come to my attention, have been Compaqs.
