Weighing in another opinion (and snipping history to conserve space)...

All of our initial network activations back to the 80s were initially
"get request, go activate port, add new switch if necessary" due to
near-zero or bare-minimum budget. Some of the resulting closet wiring
pictures could have made for very embarrassing humor today due to the
random patch panel to switch growth that never got fixed. And in the
dorms, the "previous semester/year's" demand map rarely matched up with
the new year's, eating up a lot of network tech time revisiting closets.

When we went from the old original hubs to switches, we redid some, and
tried for 100% port population, but there were some holdouts, mostly due
to budget constraints.

You still have some "low utilization" areas you can pinpoint, but then
you also started to get "multiple device" cases where the old
port-per-pillow was inadequate.

We've tried in recent years for 100% population again, especially in
areas with particularly unfriendly wiring closet locations.

It was only over the summer that we really pushed full wireless coverage
throughout Resnet (original wireless was campus-funded, and housing only
covers about a quarter to a third of our student population, so
difficult to justify alone with campus-only funding models). Wireless
usage is now in the vast majority as expected, but there is still a
wired contingent, and we try to push it for streaming / latency /
bandwidth sensitive folks/applications.

Wireless did fix some of the "port-per-pillow" limitations however.

Jeff
