Remote assistance has been out there since XP and 2003, so I wouldn't
think that's an issue. Does the policy get applied to XP machines? If
the policy gets applied to XP machines but not Windows 7 machines,
then I would suspect it's an issue that is being caused by an older
domain controller.

Do the computers look like they have remote assistance turned on but
you can't connect?
