We use shiftplanning.com, which I believe has the ability to do everything
you listed. We used to have the same scheduling woes I hear from everyone
else and ShiftPlanning has solved most of them. I use it to schedule my 50+
students across 15 different positions in three different departments. You
can set availabilities for workers and even tell it to create a schedule
for you based on those availabilities and hour limitations you set (I don't
use this feature, as I want more control than that, but it's there). It has
a time clock feature if you want workers to clock in/out. It also has a
newer feature that allows me to insert employee wages (not-visible to other
people) and it will tell me how much I am spending in which weeks, on what
shifts, and on what employees.
I may sound too much like a sales person here, but they have been
fantastic. They even helped us integrate the product into our IMS and a
home grown clocking system.
If you are a non-profit, the best part is that it is free. Hard to beat
that.
