It's only a rogue AP if you have a policy that prohibits it. We know
that some people
believe that if they open a wi-fi config tool and see lots of SSIDs,
that think this
is equivalent to interference. We do not believe that a long list of
SSIDs means that.
So what our policy doc says:

Our cisco system can give us a list of all "volunteer" APs and it knows from
seeing the beacons the whether they are using some form of encryption.
