If we detect a Rogue AP, usually the port that it is attached to is remotely shut down. The student (or students in the case of a multiple occupancy room) are notified and they have to speak to a staff member about the Appropriate Use Policy before their port will be reactivated.
As for how they are located, we have a mix of Aruba and Cisco APs, and although I don't know the specifics about how this works, they detect the rogues and report to our network administrators, who then confirm and take necessary action.
