We have just completed a Meru rollout to all 20 dorms coving 1700 students. We have the same block walls in some of our dorms. What we did is instead of putting 2 AP's on the lower floor and 2 on top- We put all 4 in the attic over each section that was separated by the block walls. We tested the signal strength in the lower units and had adequate signal there. We put in 120 Aps to cover all the rooms. The students started using it the moment we fired it up- before any announcements had gone out. The students are very happy. Next we will replace the Cisco in our Library with Meru. Their virtual circuits will handle the 400 students in the Library during peak times. The Cisco AP just can't handle that many connections over the 4 AP's there now.

This Devil's advocate might suggest you merely instruct the students to set up their routers with your SSID and encryption keys and "crowdsource" your wireless rollout ;-)
