At our labs, we have a published, and fairly prominent, priority system that
puts gaming, general Web, and E-mail at the bottom. . .

We start with Students under direct instructor supervision; students working
on Senior Thesis; students using courseware; students doing
directly-class-related work (but not necessarily courseware); students doing
personal work; E-mail; and lastly games. 

I order my computers without speakers (and in the case of Macs, I pop them
open and unplug the speaker - I only get Minis so I can do that) but leave
the headphone jacks enabled so that students can watch videos assigned by
faculty, or just listen to music while they work (heck, I can't work without
it. . . can't in good conscience say no to them when I do it! LOL) Heck,
with Dell, you save about 10 bucks when you order without speakers so. . . :D 

Then it comes down to two things: First, it's mostly self-enforcing as
students do a pretty good job yielding games to those doing actual work. .
.and Second, my Lab Technology Assistants will boot people if need be.

Well, three things, 'cause I'm the big bad boogie man come out to kick
people off the computer if they don't yield - and they know I wield a mean
Ban-Hammer. . .
