Here at UAlbany, we have the Community Rights and Responsibilities document=
available at http://www.albany.edu/studentconduct/community_rights_and_res=
ponsibilities.php. The authority and jurisdiction are explained on the web =
page and first content page of the linked PDF. The first time students log =
in to our portal, they have to acknowledge a few =1B$B!H=1B(Bimportant noti=
ces,=1B$B!I=1B(B including agreement to that policy, through checking some =
boxes and clicking Submit. The policy includes the text below, so I believe=
it applies anyway.
Community Rights and Responsibilities is the official code of conduct outli=
ning behavioral expectations for University at Albany students. The Univers=
ity has developed this code of standards and expectations, consistent with =
its purpose as an educational institution and requires that each student ac=
cept responsibility for his or her own behavior and consequences. These reg=
ulations and the procedures for their enforcement apply to all student cond=
uct and behavior. Once a student is accepted as a member of the University =
community, they are responsible to uphold the standards outlined in this do=
cument. As such, students should be familiar with this document. These spec=
ific regulations should not be viewed as a comprehensive code of desirable =
conduct; rather they describe the minimum standards.

You should likely involve your legal counsel on what is enforceable.
We had some International students using some Wi-Fi VoIP phones. We propose=
d a web based disclaimer agreement but, at that time, our counsel said it w=
ould not be legally binding.
