You reminded me that in our case we did indeed disconnect campus phones fr=
om the residences about three years ago as all students had cell phones. Fo=
r the few who don't, (mostly international students who don't have enough c=
redit to get a cell phone) we connect their phone. We still charge the same=
technology fee, so were able to use some of those funds for bandwidth. We =
are also finding that the cost per megabit is going down, which helps some.=
However, that is driven somewhat by geography.
You also make a good point about what the students are accustomed to at hom=
e. We feel some obligation to make them feel at home. The Internet is such =
a part of their lives now, socially, recreationally and academically. We al=
so don't believe that we should penalize the bandwidth or network utilizati=
on for some students because others abuse copyright laws so we just use a p=
acket shaper to block that stuff (mostly to keep take down notices manageab=
le for us). We generally try to make it as good as they would get at home.
You are also right that there is some overlap in services. Students have ca=
ble, but they also have Netflix, Amazon streaming, and lots of other stream=
ing to their various TV's and devices. And as you say, cable isn't going aw=
ay though in spite of this. If you read the projects, the bandwidth usage, =
especially for video, is expected to continue to grow at a high rate.

ports backhaul its HD broadcast over your network?
Has your library stopped or slowed down its purchase of popular DVDs in res=
ponse to streaming services? Did your bandwidth budget get the savings? Dit=
to for their savings on serials and books.
Has streaming video encouraged your ResLife office to kill premium movie ca=
ble channels? Did your bandwidth budget get augmented?
Streaming video isn't going to kill cable TV for a while. Are your ResLife =
offices prepared to fund two "cable" systems by augmenting the bandwidth bu=
dget.
This is really just scratching the surface. How do you manage the expectati=
ons of the incoming student who is leaving a 45Mb home connection? Yikes.
