Warp, Windows, and HPFS

I must admit defeat.  I am trying to partition my hard disk into 3 separate
partitions.  I want one FAT partition and 2 HPFS partitions.  On one HPFS
partition, I would like to install WARP.  I would like the FAT partition to
be the first on the disk, and to install DOS on that.  Rather than use the 
Boot Manager, I would prefer to use Dual Boot.  This seems to be entirely
impossible, by all methods of trickery that i can come up with.

My Priorities are:
#1:  OS/2 Warp with Windows support on my computer
#2:  Said support on the same partition
#3:  Said partition to be formated with HPFS
#4:  A FAT partition on the hard disk
#5:  Said FAT partition to be the first primary partition on the disk
#6:  Support for DUAL BOOT
#7:  No BOOT MANAGER??

Any advise, help, or consolation would be greatly appreciated.
