No no no! They *do* notice, they just deny it to everyone else.
I can't be the only person who's called a NOC only to be told "no, we
arent having any problems" and then a few seconds later hear someone in
the background say "is the XYZ-core-router cisco still crashing?"
Other NOCs will just tell you to bugger off if you arent a direct
customer of theirs. "Whats your customer line number? Oh, youre not a
customer? See ya."
