Classic FCC wordsmithing, and seems to cover the DoS case nicely when=20
you look through the rest of =A78 for instances of the term 'reasonable=20
network management.'

Yes, it is amorphous, ambiguous, and all those things regulations=20
usually are.  (Like being up for interpretation.)  It remains to be seen=20
whether =A78 will survive appeal.
