Scuzzbucket isn't really the word I'd use for Sue, but she is being awfully
ambiguous.  Now this may be Sue's way of protecting herself.  Or she may
just be a scuzzbucket, but either way, being Jeff or Bob is a lose.  She's
not being tactful to Bob under any circumstances.  If she's really 
interested in Jeff, she shouldn't be doing things that way, and I think
Jeff should tell her (sometime when Bob isn't around) that he found her
"move" on him, um, "interesting," and did she really mean it or what?
And that might clear some things up.  In general, though, this sort of
thing happens all the time because people are not at all interested in
taking risks, particularly when friendships are involved.  This, as you
have noted, sucks.
