You're assuming the choice is between "using precision weapons" and
"not using any weapons at all". The choice is less clear than that;
given that the military as a whole is not going to go away any time
soon, I would rather that they be able to hit what they're shooting at
with a minimum of force than so that they would be less tempted to use
large, clumsy area-effect weapons (city-busting multi-megaton nukes;
incindiery firebombing of cities like Dresten or Tokyo) which cause a
whole heck of a lot more damage and take out more than the intended
target.
When "precision" bombing raids weren't effective in WWII, both sides
didn't stop bombing; instead, they used their existing weapons on
cities as a whole.
