Sure, but what it all boils down to is that a moderated group is a monarchy
(or oligarchy), and the moderator is the quing, who rules as sie see's fit,
or unfit, as the case may be.
And, an unmoderated group is an anarchy (verbally, textually).
Maybe the ruler's reign is lax, and the group to most appearances seems
an anarchy, but regardless, the ruler can do anything it wants.
