Yes, this is real snow. The hard layer is called a crust. In just the right conditions, predators love this stuff, because the prey breaks through and gets stuck every so often, which makes it an easy kill. Humans can also walk on top of it if the crust is solid enough, which saves you from having to go out and shovel. This is good(TM).
