In the California floods of 1986, I don't remember what the inches per
hour rates were, but they were really high.  I remember being outside
at 1am digging a trench through my front yard so that the water would
drain off fast enough that the garage wouldn't flood (The house had never
flooded in the 10 years it had existed).  The people who lived in the
cul-de-sac behind us were out in a rowboat fishing for the storm drain
because the ones in the gutters couldn't drain the water fast enough.

THAT was rain! (of course it led directly to the drought because the
people at the Bureau of Reclamation were idiots and let too much water
out of the reservoirs).
