I upgraded bzip2 in the sipb locker to 0.9.0c for linux, linux3,
sun4, and sgi. In addition, I installed libbz2.a for those platforms
(which was my real motivation for doing the upgrade).
This version should be both forwards and backwards compatable with
the previous version (which was 0.1pl2).
