I actually like the idea of having exmh back in the tcl locker,
with a symlink (ala gimp) in the SIPB locker if people think
it's necessary.

  howeer, I view Tcl/Tk in this case much the same as I view perl.
As long as there are people who are willing to deal with
upgrading/maintaining, then having programs in other lockers
use it is okay.

  I suppose the issue here is that people don't think the Tcl locker
is maintained well enough?  I don't actually know of any problems
with it, but it would be nice if people explained their problems
with it.
