It's a bug for anything in the sipb locker to depend on the
tcl locker, which is unmaintained (!) and unreplicated.
This includes exmh.
Furthermore, exmh seems to have:
[x15-cruise-basselope!jhawk] ~sipb/bin> head -1 exmh
#!/afs/sipb/project/tcl/wish -f
This should be "/afs/sipb.mit.edu/", not "/afs/sipb/".
