Hello SIPB personnel!
	My name is Adam Shields, I'm 16 years old (don't delete this please! 16 
means nothing on the internet these days!!), and I would like to introduce you to 
a simple yet effective way to get the population of MIT that knows how to use a 
mouse and a keyboard to find and communicate with hundreds if not thousands 
of users at a time. I have noticed that MIT currently has a IRCd server located 
on Warped IRC Network, I have also noticed that there is a very small user 
count and that the server has very few channels dedicated to specific topics. 
Next I would like to introduce you to the means to let your minions experience 
personalized help and fellowship in an encouraging environment to get that help 
and fellowship in. No I'm not referring to god.net, I'm referring to StarChat IRC 
Network, Currently the network averages 300 to 832(record) users. Starchat's 
policy is to protect users from the problems that plage most IRC Networks, ex. 
Dalnet, Undernet, EFnet, and ChatNet, These IRC Networks are plagued by 
mass msg'ing. Nukers, Offensive channels, Warez (pirated Software) 
distribution, and illegal "Kiddie porn" channels. All of which can deteriorate the 
desirability and ability to learn and enjoy the chatting environment. My 
suggestion to you the Student Information Processing Board, is to devote a 
very small portion of one of your many servers systems resources to an IRCd 
account. normal servers on StarChat use about 200-500MB of bandwith 
monthly! Thats such a minuscule amount for any well made network like yours 
that I'm sure that providing that much bandwith would not hinder performance at 
all. Currently we have many servers  PII 266 w/256mb ram, they perform like 
lightning through water. I took the liberty of doing traceroutes from bn.mit.edu 
and saw that many many of StarChats servers are very close (Hop-wise) to 
your network which would benefit the chances for linkage greatly. Also 
StarChat has a set of services coded by a professional coding team that helps 
a user keep a registered nickname and channel and allows them to keep 
control of that channel. Also, whereas other network are not very stringent 
about keeping the warez distributors and pornography down StarChat is 
dedicated to that cause, we keep our servers legal. Well, I hope you can 
consider this offer/suggestion. One of the term/conditions would be that I 
maintain administrative status on the IRC server. If you are familiar with IRC 
then you know that IRCop's are vital to keeping things secure, and I am one of 
the best, please reply as soon as it is convenient, for more information about
