whats now sends updates to sipb-whats

whats, instead of uselessly prompting "What does FOO stand for?" and then
discarding the user input, now sends updates to the list sipb-whats for
addition. Feeling useful? Add yourself to sipb-whats, and then add
appropriate submissions to the end of the acron file.
This will take effect when the mailhubs update and the sipb locker is
next released.
