I'm not sure what you mean by 'the time to send jumps around'.

I don't think that there is known to be one, but perhaps someone else
could say.
Could you please test this with this "rz" binary:
/afs/sipb.mit.edu/project/sipb-old/sun4bin/rz
and report what happens?
Could you also test the binary in the SIPB locker against another
Zmodem implementation, such as DSZ:
