Oh, wow, I had forgotten we even do that, since I disable my terminal
bell. Given the existence of the 'personalbell' variable, I agree that
that's a horrible idea.
If we want to make it easier to emulate this behavior, we could export
an irc-personal filter that you can set personalbell to to emulate
this behavior, but it has no job being hardcoded in there.
