I'm wondering if it is a reasonable default to ring the bell on
mention of your nic in IRC. In particular, none of our other chat systems do this.
It seems like a useful option to offer globally and seems poor to be something that
1) is implemented in a specific chat module
2) especially in something that is configured per module.
