Matthew Troth sent me the following question and suggested I share the answer
with APO-L for the benefit of anyone who might need this information.

According to Patrick Burke:
As of 11 a.m. Central Time today, July 28, all major highways to/from
Kansas City were open.
I-29, which had been closed, was opened again this morning.
Conditions may change at any time, however, so you may want to call the
National Office (816-373-8667) for an update closer to your travel date.
