APO: New Chapters and Being Co-ed...

As one of the 10 on the Chapter Ops committee this last semester I think I
might have some experience with this question...let me try and help you out.

Check, I think, article II section 1 Open Membership.

There is nothing in the wording that says that a chapter MUST be co-ed to
exist.  What is says is that the membership must be open to all students
duly enrolled as "full time" (as defined by that institution) at that
instution. (this can also includes graduate students)  This says that if a
chapter is created at a university or college it must allow anyone who
attends that instution to pledge, and for _NEW_ chapters they cannot allow
them to pledge and then deny them membership based on gender.  Now in the
case of the OLD ALL MALE chapters, there is an exception that is justified
by the clause "..meeting the requirements of that chapter"  This
"gradfathering", if you will, expires if the chapter goes inactive or if they
admit a female into active membership.

In the case of a new petitioning group being all male, that's ok.  They can
form a chapter (it has happend with an all female chapter), but they cannot
have a chapter rule for active membership that restrics their membership to
males only. They must allow females to pledge, if they want, and activate
them if they fulfill the quantitative requirements for membership that are
imposed on all potential brothers.
