I wouldn't read into it too much. It could be spam, but it doesn't
look too much like the standard form email format that spams use, and
I'm not sure what purpose a spammer would have in sending a message
like that. I suppose most likely it's someone that stumbled upon an
APO page somewhere via a web search or something (probably a page
other than the official www.apo.org or www.apo.org.ph pages), and
found something interesting that got them to have the desire to get
involved). At the very least, I'd probably just send them an email
back directing them to www.apo.org.ph, since that's where they live,
and be done with it.
P.S. On an unrelated note,... APO-L! It LIVES! :-)
