This very issue came up in legislation during the 06 Denver convention.
You'll forgive me in that I do not remember the exact wording of the
proposed legislation (perhaps someone out there has a copy), but I do
remember that the convention chose to uphold the status quo. My suggestion
would be to write up a resolution or a motion and submit it for Louisville
