Would be interested in knowing that as well. But I wouldn't refer to it as something 'developed' by the founders, but something they adopted.

Well. I went thru my collection of T&Ts from 1941. The issue that reported on that convention makes no mention of who was elected, which I find strange. And the masthead of those issues don't list the national officers either, which was typically done.
However, when I got to the Annual Service Issue for 1941 (v16 #6) which was put out around September, it did list the National Executive Board:
National Honorary President- Walter W Head (Chief Scout Executive of BSA)
National President- H. Roe Bartle
National 1st Vice-President- William J Campbell
National 2nd Vice-President- Dr. M.C. Hayes
National Executive Secretary- Sidney B. North
