Let's put it this way- from the White House:

"President Bush was born on July 6, 1946, in New Haven, Connecticut, and he
grew up in Midland and Houston, Texas. He received a bachelor's degree from
Yale University in 1968, then served as an F-102 fighter pilot in the Texas
Air National Guard. President Bush received a Master of Business
Administration from Harvard Business School in 1975."

These were years of APO USA change.  In 1967 or later he could've been
initiated without BSA experience.

As an Assistant Scoutmaster in my troop said, he doesn't think exclusive
boarding schools had Boy Scouts, & there haven't been that many
BSA-as-youth-linked Presidents due to the relatively recent founding of the
BSA (OK, so TR & FDR as adults; JFK, LBJ, & Ford (more?) as Boy Scouts,
Clinton- I don't know- either Cub Scout or to First Class (apparently what
he said at the '97 NatJam).
