That's generally a no-no but for pre-existing situations i dont see the big deal. hypothetical: boy and girl are actives and dating. boy is a year or more older than girl, he graduates, and decides to be on staff. girl, in the meantime is still an undergraduate and an active--should they break up just because boy is on staff? no. that would be ridiculous.
I dont think that staff members should necessarially go after actives as potential dates, but age wise some staff members arent any older than actives (i'm 22, just out of undergrad, and i have friends I pledged with who are 5th yr undergrads, same age as me, and still active. some people also choose to be actives in graduate school, law school, etc) but if a staff member and active develop a friendship and it then develops into something more, they can't help the way they feel about each other. as long as they keep the relationship on the dl until the active graduates, i'd say it's fine and i'm sure it's happened in the past.
