There was (and still is) a fair amount of interchapter dating when I was an
active, including active/pledge, officer/non-officer, president/pledge
pairings, both pre-existing and new. It was never a problem and was rarely,
if ever, discussed.
I would question restricting anything based on relationships, romantic or
otherwise. People can have just as much loyalty to a best friend as a
significant other... and I doubt you would ever restrict someone's voting
rights based on the fact that they were voting on/for a good friend.

My chapter had a pre-existing relationship between an active and a pledge,
and the only restriction we placed was that the active had to abstain
whenever there were votes of confidence or final votes on the pledge he was
dating.
