For what it's worth, the paper cutter is in bad disrepair. I tried using it
to cut some cardstock last summer, and even exercising all possible care
with the tool, it just shredded my paper and made me nervous about my
personal safety. I wouldn't use it on anything I was giving to a printshop
customer. If I recall my long-ago active days correctly, it was in bad
disrepair circa 2001-2005 as well.
