Fine.  Even if there were no administrative costs, as I've already
pointed out, the bank *was* on government property, and I doubt the
Congressmen who put money into it were paying rent.

Libertarianism believes that the government should be as small as
possible.  Nothing unnecessary.  A credit union for Congressmen,
located on government property, is unnecessary.  If they want a credit
union, they can find office space and pay rent for it.
