As I understand it, not even the administrative costs were paid for by
the government.  If the "bank" wanted to give overdraft protection to it
s customers, what's the problem?  Many banks offer overdraft protection.
In return for that "privilege", deposits in the bank earned no interest.
Hard to see how the congresscritters got much of a deal out of that.  The
ones who abused it merely abused their fellow congressfolks.

As was pointed out, this wasn't really a bank.  At most it was a private
credit union with rather sloppy bookkeeping.
