If the members of Congress paid for the operation of the bank, and
rented out space to run it, then fine.

But the costs of administration of the bank are being absorbed by the
government, and the bank is located on government property, and
somehow I doubt that the government is charging the Congressmen who
have engaged in this "collective agreement" you allege have chipped in
to pay rent to the government.

Yes, banks in and of themselves are fully within the scope of
libertarian ideology.  But banks PAID FOR BY THE GOVERNMENT are not.
This is not a difficult concept.
