The first question would be:

What part of the database needs to be accessible to the web server?

I presume you have certain records, or areas of the db which you would like
to present to the public through a web interface.

If the situation is clearly defined, you could create another version of
the db on the web server host, updated with data from the db inside the
firewall (only using data which is approved for publishing).

Then use a cgi for formatting the database into the type of data you would
like to present on the web site.

I presume you are interested in specific applications designed for this
purpose. If you defined your needs more clearly, someone on the list could
more easily identify with your situation.
