Worf routinely pronounces Federation Standard /w/ as /hw/ or /wh/, especially when saying "weapons": e.g. "Their wheapons are no match for ours."
Also, remember that actor Michael Dorn - like all actors portraying Klingons - was saying his lines through a set of prosthetic jagged Klingon teeth. This sometimes produces a somewhat breathy sound as part of a Klingon (and, for that matter, Ferengi) "accent".
