The colloquialism arises from the fact that the suffix -vIS ("while") is always used with the suffix -taH ("continuously"). But here the verb itself, "taH", ("continue") is identical to the mandatory -taH suffix, so the soldier hypercorrectly assumes that the verb "taH" can take its place.
