This sounds to me like your BIOS is booting the order C,A
rather than A,C.  Check your boot order in the BIOS so it
boots from floppy first.

There is no way it can bypass the floppy if it boots A,C.
If its a non-system disk (like lilo failed to go onto the
floppy) it would give you the message: bad boot media, insert
bootable disk, then halt.  The fact that it doesn't gives you
the major clue.
