If the computers in question never connect to the internet; ie,
they are set up on a purely internal LAN with no connection to
the internet via LAN or dialup, then...sure, you can eliminate
this file, or leave it to go stale.

However, if the computer(s) go on the internet, then they are
going to look to this DNS to do the work.  So it has to be
capable.  Actually, db.cache is a seldom modified file.  It
can be updated manually or by cron about once a month is fine.
