Instead of rebooting, you may be able to clear the situation using
# /sbin/ifdown ppp0 followed by
# /sbin/ifup ppp0
Try setting the thing so it does not start at boot time and start it with
ifup ppp0
when you need it.
In the gui that sets up your connection, make sure the expect/send blanks are
empty,
assuming your ISP uses PAP authentication.
Make sure there is no getty running on the port, ie nothing in /etc/inittab
mentions /dev/modem, /dev/ttyS* or /dev/cua*
Tell your ppp setup, minicom, and anything else that uses the
same name. Ie, call it /dev/modem everywhere, not /dev/ttySX or /dev/cuaX.
