You can login as root but it's not secure anymore, anyone can guess your
root password by initiating telnet on your server assuming there's no
tcp wrapper.  Modify /etc/securetty and add a line say, ttyp0.  This
allows one telnet session for root, add ttyp1 enable 2 simultaneous
telnet sessions.
