Take a look at /etc/securetty.  Under default behaviour, only devices
listed in this file will allow a root logon.

Adding a line for each device upon which you might wish to login remotely
might prove to be excessive.  However, if you really want to allow root
logins remotely, you can add all the /dev/tty* names to the file.
